Ohio Department of Rehabilitation and Correction Intensive Program Prisons

The "Second Chance to Change" initiative is the newest phase in the Department's development strategy for Intensive Program Prisons (IPP's). "Intensive Program Prisons" refers to several ninety-day programs, for which certain inmates are eligible, that are characterized by concentrated and rigorous specialized treatment services. An inmate who successfully completes an IPP will have his/her sentence reduced to the amount of time already served and will be released on post-release supervision for an appropriate time period.

These intensive treatment programs offer inmates a genuine "Second Chance to Change" for two important reasons. First, the programs are based on correctional programs that have been shown to be effective in reducing the likelihood of recidivism. Second, each participating inmate is assessed to determine areas of need and is assigned to a program that matches his or her needs.

The Department is announcing a major expansion of the IPP concept. Called "Second Chance to Change," this initiative includes ten IPP programs:
  • An IPP for offenders convicted of drunk driving - at the Madison Correctional Institution.
  • Two IPP's emphasizing community service work - for male offenders at the Southeastern Correctional Institution in Lancaster and for female offenders (Camp Meridian) at the Ohio Reformatory for Women in Marysville
  • An IPP emphasizing academic and vocational education for male offenders - at the Grafton Correctional Camp.
  • An IPP emphasizing academic and vocational education for female offenders - at the Ohio Reformatory for Women in Marysville.
  • Three IPP's emphasizing treatment for alcohol and/or drug abuse for male offenders - at the Belmont Correctional Institution in St. Clairsville, London Correctional Institution in London, and at the Pickaway Correctional Institution in Orient
  • One IPP emphasizing treatment for alcohol and/or drug abuse for female offenders at the Ohio Reformatory for Women in Marysville.
