Current Opportunities

DRC periodically solicits competitive bid responses.  Below are links to current Requests for Proposals or Invitations to Bid, if any are available: 

General Goods and Services

Those vendors wishing to do business with the Operation Support Center, the Division of Parole and Community Services, or the Ohio Penal Industries should contact the appropriate personnel listed in the attached document.

Prisons

Vendors wishing to do business with any of the prisons should contact the Business Administrator for that institution.

Construction Purchases

Generally, construction bidding is coordinated through the Department of Administrative Services, Office of Construction Management. On smaller projects, the Department coordinates purchases through the Bureau of Construction, Activation & Maintenance, 770 West Broad Street, Columbus, OH 43222.

The Department of Rehabilitation and Correction operates a decentralized purchasing system for those goods and services that are not available through our Ohio Penal Industries, the Department of Administrative Services, State Purchasing State Term Contracts, Department of Mental Health Office of Support Services, and Ohio Industries for the Handicapped.

Please Note:

Executive Order 2008-04S "Implementing Common Sense Business Regulation," paragraph 5(f) provides as follows:

"Agencies should when appropriate waive penalties for first-time or isolated paperwork or procedural regulatory non-compliance.  Each cabinet agency, board and commission shall prepare and publish on its web site, a policy describing the circumstances in which such waivers shall be granted."

In accordance with Executive Order 2008-04S and R.C. 119.14, the Department of Rehabilitation and Correction's goal is to assure that its business customers have the opportunity to achieve compliance with its regulations.  In order to foster this goal, it is the Department's policy to provide a warning letter for first-time procedural, regulatory, or paperwork non-compliance.  A penalty will generally not be imposed for such non-compliance unless the Director determines such non-compliance would result in:

  1. serious harm to the public interest
  2. a small business knowingly or willfully engaging in conduct that may result in a felony conviction
  3. impeding or interfering with the detection of criminal activity
  4. a law being violated concerning the assessment or collection of any tax, debt, revenue, or receipt
  5. direct danger to the public health or safety that results in a financial loss to an employee, as employee is defined in the Prevailing Wage Law, or presents the risk of severe environmental harm.
  6. failure to comply with a federal requirement for a program that has been delegated from the federal government to the Department.
