The Steel Valley School operates on the grounds of the Ohio State Penitentiary (OSP) located in Youngstown, Ohio.  OSP serves over 550 minimum and maximum security inmates.   The OSP Steel Valley School is proud to commit to the following educational programs:

Academic Programs:

  • Adult Basic Education
  • Pre-GED/GED
  • Employability
  • Short Term Offender Unit


In the early development of education at OSP, teachers conducted education programs cell-to-cell.  Program booths are now used in each block, creating a unique classroom environment offering education classes to all offenders, including self-help materials/instruction for Death Row inmates.  OSP is unique in many ways, including the delivery of library services offered by the Ohio State Penitentiary Correctional Camp (OSPCC).  This full-service library offers offenders a variety of reading materials, newspapers, and magazines. It is unique in the fact that all request from offenders are done through the kite system with library personnel delivering all books cell-to-cell.

In addition, a Transitional Education Program (TEP) is available for all offenders to enhance the OSP/OSPCC offender’s chance of successful reentry into society. TEP is unique in its instructional approach and aftercare program as it is delivered from the community and into the classroom through Distance Learning technology.  The Steel Valley School motto, “Together We Change Lives” continues to be the goal for all OSP staff and offenders.  Offenders with special needs are serviced through intervention with the Special Education teacher.  The Ohio State Penitentiary educational staff is encouraged to attend regional in-service training programs, as well as to enroll in post-graduate classes, participate in professional workshops and seminars, and become members of professional organizations.
