The Lima Correctional Institution Study Committee is charged with objectively reviewing the status of the Lima Correctional Institution, which was closed in 2003, and procuring an independent feasibility study to examine the highest and best future use for the facility. The Committee shall consider the results of the independent study and submit a report of their findings to the Governor, President of the Senate, and the Speaker of the House of Representatives no later than April 1, 2008.
The creation of the Lima Correctional Institution Study Committee was approved by the legislature and signed into law by Governor Ted Strickland in Amended Substitute House Bill 119, the FY 2008-08 budget bill.
Terry Collins, Director of the Ohio Department of Rehabilitation and Correction, serves as chairperson of the committee. The members of the committee include Senator Timothy Grendell, Representative Robert Hagan, Representative Matt Huffman, Senator Lance Mason, Senator Bill Seitz, Senator Shirley Smith, Representative John White, and Representative Tyrone Yates.
The Committee shall take all official action and conduct deliberations on official business in open meetings where the public has been provided advance notice of the meetings. Executive sessions which restrict public access shall only be used as a portion of an open meeting to discuss limited matters expressly allowed within the Ohio Open Meetings Act. The public is invited to attend all meetings of the Committee, although the agenda will be open for public comment only at those meetings expressly approved by the Chairperson.
The Committee shall establish a calendar of prescheduled meetings. Starting in December 2007, the Committee shall generally meet the first Wednesday of each month. Notice of any additions or changes to this schedule, as well as the time and location of meetings are posted below:
The Committee heard testimony from the public on Friday, November 16, 2007, from 4:00 p.m. – 8:00 p.m. at the UAW/Ford/Rhodes State Training Center, located at 1155 Bible Road in Lima, Ohio. The testimony was electronically recorded and is being maintained in that format. There is not a written transcript of the testimony. However, speakers who choose to were able to present written testimony to the Committee. Written testimony is provided below.
Full and accurate minutes are maintained of all open meetings of the Committee. Minutes will be made available on this Web site once they are approved by the Committee.
Please find below the Independent Feasibility Study conducted by Heery, International, in association with Justice Concepts, Inc. This study was submitted to the Lima Study Committee on February 29, 2008 and officially accepted by the Committee on March 6, 2008.
Please find below a report of the findings of the Lima Correctional Institution Study Committee. This report was submitted to the Governor,Senate President, and Speaker of the House on April 1, 2008. In accordance with Amended Substitute House Bill 119, the LCI Study Committee ceased to exist once the report was submitted.
