Administration Changes at Lima Prison Complex

(Columbus) --- Reginald A. Wilkinson, Director of the Ohio Department of Rehabilitation and Correction (DRC) today announced the re-assignment of Warden Harold Carter to the Southern Ohio Correctional Facility (SOCF) in Lucasville. Warden Michael A. Leonard will assume the duties of the warden at Lima Correctional Institution (LCI). James Haviland will be the new managing officer for the Allen Correctional Institution.

Carter, 55, replaces Stephen Huffman who was appointed Chief of Construction, Activation and Maintenance for DRC. Carter began his career with DRC in 1972 as a Corrections Officer. Twenty-three years of Carter’s career were spent at SOCF. He worked his way up the ranks and held several positions including Deputy Warden. Carter received his Bachelors in Criminal Justice from Wilmington College.

Leonard, 46, has served as Warden at ACI since 1995. He started his employment with DRC in 1987 as a legal aide. He worked at the Chillicothe Correctional Institution as the inspector for 5 years. Leonard was a Deputy Warden at two institutions before being tapped to be Warden at ACI. He received his Bachelors in Political Science from the University of Cincinnati. James Haviland is replacing Leonard.

Haviland, 38, will assume the responsibilities as warden at ACI. He has been a DRC employee since 1985 when he worked as a social worker at LCI. Haviland was also a member of the LCI Disturbance Control Team for seven years. He worked in the inspector position, and was eventually appointed Deputy Warden at North Central Correctional Institution. Haviland holds a Masters in Business Administration from Ashland University.
